Theoretically, at the point where nitrogen uptake by plants perfectly balances waste production by animals.
Realistically and practically, never. NASA managed two years in the biodome project before things collapsed, but they spent more money on it than you're going to want to. |

| There are low tech, soil bed planted tanks that only really do water top off. |
